Student Complaint Process Resources

In the event that a student, or prospective student, would like to file a complaint, the following information is provided for easy access to various resources.

Helene Fuld Student Complaints Process
Grade Appeals

A grade dispute requires multiple steps, follows a chain of command, and is time sensitive.

The timeline should begin as soon as the student identifies a discrepancy, but no later than 3 days following posting of grades, including final grades. Individual assignment or exam grades within a course are not appealable. Only the final course grade may be appealed.

All students who fail a course will have their case reviewed by the Academic Standard Committee (ASC), and a formal recommendation will be determined. Students will be notified via email by the ASC chair with a letter outlining findings, and a copy will be placed in the student’s academic file.

If the student is not satisfied with the ASC recommendation, they may request a meeting with the Appeals Committee. This request must be received by the chair of the Appeals committee within 3 days of receiving the letter from ASC.

If the student requests a meeting with the Appeals committee, they will come in front of the committee and formally state their appeal with an opportunity for committee members to ask questions. The Appeals Committee will provide a written recommendation letter via email to the student within 48 business hours of meeting with the student, and a copy of the letter is placed in the student’s academic file.

If the student is not satisfied with the recommendations of the Appeals Committee, they have a final appeal available directly to the President. This final appeal is also time sensitive and contact with the President’s office must occur within 1 business day of receiving the recommendation letter from the Appeals Committee.

Appeal to Return to the College Following Dismissal

If a student is dismissed from the college for failure to maintain academic progression, the student may appeal directly to the president with a request to return. The student must wait a full calendar year before requesting readmission. It is recommended that the student prepare a written letter of appeal in advance and forward this to the president prior to a formal meeting. Note- If the student is reinstated following dismissal, the student should be aware that financial aid may not be available. Students considering appeal for reinstatement are recommended to meet with the financial aid department to discuss their options.

Withdrawal Policy

From time-to-time circumstances may arise that make students unable to continue their enrollment for the remainder of the current term. Students can request to withdraw from a course(s) starting the first day of classes and before the ending of the 14th week of classes. Students must initiate the withdrawal process by the end of the 5th week in order to formally discontinue their enrollment in a course or at the college and to earn a W. After week 6 a withdrawal will earn a WP or WF, depending on the course grade at that time. This is a collaborative process that requires student responsibility, student affairs, academic affairs, financial aid, and the bursars.

Withdrawal Related Tuition & Fees

Any student who receives a withdrawal remains responsible for the course tuition and fees.

Withdrawal Procedures

Students must begin the withdrawal process with their academic advisor or course professor. Students can obtain all withdrawal forms online and submit their completed forms to the Student Services. All forms are processed by the

Office of the Registrar, with the student’s semester course(s) withdrawn based on the effective date on the form. (The Financial Aid Office will adjust any awarded aid, and The Bursars Office will recalculate the Tuition and fees, if appropriate).

Withdrawing during final examination week is prohibited. Students who do not follow the appropriate withdrawal process will remain enrolled in their course(s) and will receive their earned grade(s) for the course

Procedure

Any student who has a concern with a Helene Fuld employee, department, school, or process is encouraged to resolve the concern first through direct communication with the individual or department involved.

Appeals

If the issue cannot be resolved, an appeal may be submitted. The nature of the appeal determines which office reviews the appeal.

Academic Appeals

Students must submit their appeal in writing via email to Academic Standards at AcademicStandards@helenefuld.edu. Additional information or documentation relevant to the appeal may be required, including aggregated information from the student’s professors.

If the student is not satisfied with the outcome of the appeal and wishes to escalate it, they must do so within three (3) days of the initial decision by contacting AcademicAppeals@helenefuld.edu. An in-person meeting will then be scheduled.

If a satisfactory resolution is still not reached, the student may request a meeting with the Provost. If further escalation is needed, the President will make the final decision.

Appeal Process Guidelines:
  • Appeals will be reviewed, and decisions rendered within 30 days of receiving a completed student appeal unless otherwise specified by policy.
  • Appeal decisions will be documented in the Student Information System (SIS). All related documentation must be scanned into the student’s file in SIS, and appropriate staff will be notified.
Non-Academic Appeals

The non-academic appeals process, referred to as the Complaint Process, follows these steps:

  1. Step I – Initial Discussion:
    • The complainant must discuss the issue with the person they believe is the source of the complaint to attempt resolution.
    • They must notify this person in writing (via email) within five school days that they are beginning Step I of the complaint process, specifying their reasons.
    • A copy of this notification should be sent to the Provost.
  2. Step II – Escalation to Provost:
    • If the issue is not resolved at Step I, the complainant may, within five school days, request in writing (via email) a meeting with the Provost, stating specific reasons for the request.
    • The Provost will either meet with the complainant or respond in writing within five school days of receiving the request.
  3. Step III – Appeal to the President:
    • If still unresolved at Step II, the complainant may, within five school days, request in writing (via email) a meeting with the President, again providing specific reasons.
    • The President will either meet with the complainant or respond in writing within five school days.
    • The President’s decision is final.
    • If the complaint involves an action such as suspension or dismissal, the President has discretion to suspend the action until the complaint is resolved​.

A student who is not satisfied with the resolution provided by the College may file a written complaint with the University’s accrediting agency, the Middle States Commission on Higher Education. Complaints to the Commission must be in writing and signed by the complainant.

New York State Education Department’s Complaint Procedures

Notification to the State Authorization Reciprocity Agreement (SARA)

As an institution participating in the State Authorization Reciprocity Agreement (SARA), students residing in SARA states/territories may contact our home state SARA State Portal Entity (New York State Education Department) to file a complaint if resolution is not found within the institution. However, students cannot file complaints relating to grades or student conduct violations.

As an accredited institution, Helene Fuld College of Nursing adheres to ethical standards and our stated policies in the delivery of our programs and services. Students are encouraged to become familiar with Helene Fuld’s policies and procedures which can be found on our website and/or in the college catalog & handbooks. These publications outline the means by which students may request permitted exemptions from these policies and the ways in which administrative and academic decisions may be appealed.

In the event that students believe they have been unfairly treated or have issues with Helene Fuld College of Nursing that cannot be resolved by the methods outlined in Helene Fuld’s College of Nursing publications, including this Web site, they have the right to contact our accrediting agencies and/or various state and other governmental agencies.

New York State Education Department’s Complaint Procedures

SARA

State Authorization Reciprocity Agreement (SARA)

Helene Fuld College of Nursing has been approved by the New York State Education Department to participate in the State Authorization Reciprocity Agreement (SARA). The National Council for State Authorization Reciprocity Agreements (NC-SARA) welcomed Helene Fuld College of Nursing to officially join the initiative effective February 1, 2025. SARA is a voluntary agreement among member states, districts and territories that establishes national standards for interstate offering of distance education courses and programs. This Agreement is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. For additional information regarding SARA, please visit NC-SARA.

SARA Student Complaint Process

Students, or prospective students, must first attempt to resolve a complaint within Helene Fuld College of Nursing, following the Helene Fuld College of Nursing Student Complaints Process.

Pursuant to the State Authorization Reciprocity Agreements Policy Manual Section 4.5(c), “If a person bringing a Complaint is not satisfied with the outcome of the institutional process for handling Complaints, the Complaint (except for Complaints about grades or student conduct violations) may be appealed, within two years of the incident about which the Complaint is made, to the SARA portal entity in the home state of the institution against which the Complaint has been lodged. That SARA State Portal Entity shall notify the SARA State Portal Entity for the State in which the student is located of receipt of that appealed Complaint.” Typically, the state portal entity is that state’s education department or agency. Visit the NC-SARA SARA Student Complaints Process page. Additional information relating to SARA’s complaint resolution policies and procedures can be found in the SARA Policy Manual.

As mentioned above, please note that SARA policies do not cover complaints related to grades or student conduct violations and students have two years to submit complaints to NYSED.

As an out-of-state accredited, private, nonprofit, independent institution, Helene Fuld College of Nursing is not currently subject to the regulations of the California Bureau of Private Postsecondary Education. Therefore, Helene Fuld College of Nursing is in compliance with California regulations concerning postsecondary distance education.

Helene Fuld College of Nursing has not established a physical presence in Guam; therefore, the College is not currently subject to the regulations of the Guam Council on Post-Secondary Institution Certification. Accordingly, Helene Fuld is in compliance with Guam regulations concerning postsecondary distance education.

  • Application – Visit the New York State Office of the Professions Board of Nursing for the application for graduates of NYS approved nursing schools. – RN Pathway #1.
  • Resident of New York – Helene Fuld College of Nursing will automatically submit NY resident’s information to the New York State Education Department within a week of graduation.
  • Nonresident of New York – To request that your name be submitted to the New York State Education Department, EMAIL? for Board of Nursing Application Processing. Helene Fuld College of Nursing will process the information and will submit within a week of graduation.
  • No transcript is required by the NY BON.

State Board Application Instructions

Complete the following:

  • Application – Visit the Pennsylvania State Board of Nursing website for the application and detailed instructions for RN licensure by examination.
  • Official transcript – To request your official transcript to be submitted to the Board of Nursing with the conferral date, click the online transcript request link and follow the instructions.
  • Pearson Vue – Register with Pearson VUE to take the NCLEX-RN.

Helene Fuld College of Nursing has not determined whether its programs meet licensure requirements in states not listed above. Applications are currently accepted from students residing in New York, New Jersey, Pennsylvania and Connecticut.  If an application is received from a student residing in a different state, the College will do the research necessary to determine if its programs meet the licensure requirements in such state and will provide appropriate notice.
